The Baher-23 is a new rifle adopted by the Iranian military for the very-heavy-sniper-rifle role. It fires a massive 23mm projectile, a cartridge more closely associated to a small-caliber cannon than rifle, at ranges out to 4 kilometers. The weapon is primarily intended for defeating low-flying aerial targets, light armored vehicles, and enemy personnel hidden behind fortified walls though nothing excludes it from engaging personnel directly - of course with truly devastating results.

The weapon is a complete sniping system, requiring an operating crew of two to three personnel and weighing some 62 kilograms. It has been featured on a special heavy-duty, adjustable tripod assembly designed to absorb some of the inherently violent recoil natural to a weapon of this caliber. The rifle is given more conventional components as well including an optics set fitted over the receiver, a pistol grip, and shoulder stock. The extended length barrel is capped by a large, slotted brake.
