An item under development, commercially available or available from other Government agencies, for which an urgent operational requirement exists and for which no other existing item is suitable. Such an item appears to fulfill an approved materiel requirement or other Military Department-approved requirements and to be promising enough operationally to warrant initiating procurement and/or production for service issue prior to completion of development and/or test or adoption as a standard item.
