The joint logistics over-the-shore (JLOTS) commander is selected by the joint force commander (JFC) and is usually from either the Army or Navy components that are part of the JFC?s task organization. This individual then builds a joint headquarters from personnel and equipment in theater to organize the efforts of all elements participating in accomplishing the JLOTS mission having either wet or dry cargo or both.
