North Korean Army equipment is heavily rooted in Soviet designs of the Cold War (1947-1991). This is evident in the M1992 (Model 1992) Armored Personnel Carrier (APC) which is a locally-developed version of the Soviet-era BRDM-2. The original BRDM-2 was a four-wheeled amphibious armored scout car appearing in 1962 and produced to the tune of 7,200 examples for operators worldwide. The type still sees service today (2017).

The North Korean Army version is believed to have emerged from development work undertaken during the late-1980s. From the basic framework of the BRDM-2 was born the M1992 and its designation stemmed from the West's first observance of the vehicle in the North Korean Army lineup - the year 1992. Armament is believed to be a combination installation featuring the AT-4 "Spigot" Anti-Tank Guided Missile (ATGM) launcher coupled to an AGS-17 series 30mm Automatic Grenade Launcher (AGL) - this is heavier than the traditional machine gun armament of the Soviet vehicles.

It is believed that all of the inherent features of the original BRDM-2 vehicle have been retained in the M1992 design including its amphibious capability and gasoline-fueled engine. it is assumed on-road / off-road capabilities are similar to the original.
